Applicator certification, financial responsibility, and how to check
Pest control is one of the few home services with a licence you can genuinely verify. What Ohio requires - and the state's own lookup - are below.

Ohio licenses pest control applicators through Ohio Department of Agriculture (ODA), Division of Plant Health - which means a Mount Healthy homeowner can verify a company against a public record before letting it into the house.
Ohio also sets a financial-responsibility bar for pest control firms: A pesticide business license requires proof of liability insurance; ODA directs applicants to the business application form for the required amounts. Dollar amounts not verified. A Mount Healthy buyer can ask any company to evidence it before work starts.
Mount Healthy, Ohio has about 6,916 residents, and what pest control costs here is set by the pest, the property and the agreement rather than by geography - the published ranges are national; the licence rules and the local pest pressure are not.
Pest control is one of the few home services where a licence genuinely exists to check - applicator certification is federally required and administered state by state, so a Mount Healthy homeowner can verify a company before letting it into the house.
Ohio sets its own exam, fee and insurance requirements for pest control operators, and the differences between states are large enough to affect what companies charge. The state's own rules and its public licence lookup are below.

Licensing and financial responsibility in Ohio
| Question | Ohio answer |
|---|---|
| Applicator certification | Commercial Applicator license, required to apply pesticides to the property of another for hire. |
| Business licence | Yes - a Pesticide Business License (and a license for each business location) is required for anyone applying pesticides for hire, soliciting pesticide application services, or performing wood-destroying insect (WDI) inspections, even when no treatment |
| Exam and licence fees | Commercial pesticide applicator license $35, paid with the ODA application and $35 annually thereafter; pesticide business license $35 (also $35 each for a solicitation business license, a pesticide registered location, and a pesticide dealer licence). |
| Bond or insurance required | A pesticide business license requires proof of liability insurance; ODA directs applicants to the business application form for the required amounts. Dollar amounts not verified. |
| Which agency regulates it | Ohio Department of Agriculture (ODA), Division of Plant Health, Pesticide and Fertilizer Regulation Section |
| Public licence lookup | https://agri.ohio.gov/divisions/plant-health/pesticides/online/pest-app-search |
| Complaint or enforcement records | https://agri.ohio.gov/divisions/plant-health/pesticides/online/use-complaint |
| Notice before treatment | Category 10a applicators who treat turf to control structural pests must provide customer information, post the lawn, and keep non-structural application records. |
| Contract rules | Wood-destroying insect diagnostic inspections for real estate transactions are regulated under OAC 901:5-11-13 (effective January 17, 2020): commercial applicators must conduct inspections in accordance with the Ohio WDI diagnostic inspection training program and report on the NPMA-33 form obtained |
In Ohio you need a pesticide business license just to inspect a house for termites before a sale - no treatment required - and that WDI inspection carries its own separate errors-and-omissions insurance requirement on top of the $300,000 general liability every pesticide business must already carry.

What this means in Mount Healthy
The most expensive thing in pest control is not the treatment, it is the agreement. The industry's own survey puts 85.4% of residential revenue in recurring plans - which means the contract is what is being sold to a Mount Healthy homeowner, and it is written to renew unless someone acts.

Common questions
Can I cancel a pest control contract?
If you signed at your door or anywhere other than the company's normal place of business, the FTC's Cooling-Off Rule gives you 3 business days to cancel in writing without giving a reason. Beyond that window it depends on your contract - many include a termination fee, which is exactly why the cancellation terms should be read before signing rather than after.
Why do bed bug quotes vary so much?
Because they are quoting different products. Chemical treatment runs 200-400 dollars per room and usually needs two to three visits weeks apart; whole-room heat treatment runs 400-900 per room but is typically one session with equipment on site. Whole-job totals commonly land at 1,000-2,500, with severe cases higher.
Do I have to leave the house during treatment?
For most routine interior treatments the rule is set by the product label, which is federal law - commonly re-entry once treated surfaces are dry. The widely circulated 'twelve hour' figure comes from agricultural worker protection standards and does not apply to homes. Fumigation is different and does require vacating. Ask the technician what will be applied and what the label requires.
How do I check a company's record?
Most states publish both a licence lookup and a complaint or enforcement record. Check the licence is current and in the right category for your job, then look for enforcement actions. Both links are on this site's state page, pointing at the regulator's own database rather than a directory we maintain.
What questions separate a good company from a cheap one?
Four: what exactly is being treated and with what method; how many visits are included and what a return visit costs; what the agreement term, renewal price and cancellation cost are; and what the guarantee obliges them to do if the pest comes back. Companies that answer all four in writing are rarely the ones that cause problems later.
